Here’s my actual take: the policy isn’t the problem, nerve is. Zero penalties in nine years doesn’t prove the pace is fine. It proves nobody wants to be the official who hits a guy with a stroke while he’s in contention on Sunday. A new rulebook won’t fix that.
What would? Put the clock on screen, give warnings that actually count, and be willing to hand out a penalty in Round 1 on a Thursday morning, when nobody’s trophy is at stake. Slow play only stops when it costs something. Until then it’s just a bunch of guys reading a putt from four angles while your tee time drifts toward dinner.
